The quality of legal drafting in Nigeria is poor

I read today the entire National Health Insurance Scheme Act & a couple of other Acts. The quality of legal drafting in Nigeria is poor. It’s either deliberate mischief in intended or the drafters are inexperienced. We need better quality lawmakers in the NA. 1/2
How can an Act explain how the Exec Sec should be appointed but nothing about disciplinary procedure or sack. Basic Rule is if an Act has a provision for Onboarding, it should also have one for an Exit. We have many landmines planted in our Institutions and legal framework. 2/2
